Active & Inactive Handicaps

 It has been decided by the English and Welsh Golf Unions to adopt the Active/Inactive system for handicaping.

Hawarden Management Committee, at their meeting on Tuesday 2nd  February , made the following decision on how we as a club were going to apply this new rulefor the year 2010.

It was decided that members who's handicap is Inactive would be allowed to play  and win in all club competitions less the Captain's and Presidents Day events.  In these two competitions members with an Inactive handicap would be allowed to play but would not be able to win.  Both these competitions take place in July and August giving members plenty of time to make their handicap Active. Please be aware that if you intend to play in open events away from Hawarden it may well be a condition of entry that your handicap needs to be ACTIVE

Players who have not submitted three Qualifying Scores (including NR's, Away, 9-hole Qualifying Competition* and Supplementary Scores*) during the calendar year 2009 (NOT the period between Annual Handicap Reviews if different) will have their Handicap designated Inactive as from January 1st 2010. Players who have submitted 3 or more Qualifying scores will have Active handicaps.

Clubs are permitted to exempt the following groups from having their handicaps designated Inactive:

Players who, in the Handicap Committee's opinion, have been prevented from submitting the required number of scores during the calendar year because of illness or injury

Players who have transferred membership and have submitted scores at another club

Players who are new to the game and have just been issued, or are in the process of being issued, their first CONGU® Handicap

 A player with an Inactive Handicap wishing to revert to Active will be required to submit 3 NEW Qualifying Scores. "Topping up" is not permitted (i.e. a player returning 2 Qualifying scores in the calendar year will NOT have the designation removed by submitting 1 NEW score in the following year).

Clubs may impose a Condition of Competition requiring an Active Handicap to qualify for winning / prizes in handicap Qualifying competitions but should, whenever possible, allow entry to players who have Inactive Handicaps in order that they may regain an Active Handicap.  Scores from players with an Inactive Handicap will be included in the CSS calculation

In matchplay competitions Clubs may impose a Condition of Competition restricting entry to players with Active Handicaps. Players with Inactive Handicaps may participate in any competition provided that it that does not have a Condition of Competition that requires players to have Active Handicaps.

A CONGU® Handicap designated Inactive will be suffixed by a letter i:

Example:         14 i

Note:   * For Category 1 players 9-Hole and Supplementary Scores are not Qualifying Scores and cannot be used to regain an Active Handicap.
